From Austria with Impact:CEBS’s Role in Modern Language Learning
As part of our campaign to highlight the achievements and contributions of Eaquals Associate Members, we are pleased to showcase CEBS, the Austrian Centre for Vocationally Oriented Language Education. For over 30 years, CEBS has played a role in advancing language education in Austria, especially within Upper Secondary Vocational Schools and Colleges. Their commitment aligns closely with Eaquals’ goals of enhancing quality, inclusivity, and innovation in language teaching.
CEBS: Mission and Milestones
CEBS, the Austrian Centre for Vocationally Oriented Language Education, operates under the Austrian Federal Ministry of Education, Science and Research. With a team of nine dedicated language teachers, CEBS focuses on advancing language instruction in Upper Secondary Vocational Schools and Colleges through innovation and educator support. Currently, CEBS covers four languages: English, French, Italian, and Spanish. A key aspect of CEBS’s mission involves developing and implementing curricula and teacher support instruments. Notable initiatives include:
In addition to these efforts, the implementation of Content and Language Integrated Learning (CLIL) has emerged as a significant focus for the institution. To further promote the value of language learning and boost student motivation, CEBS organizes a national language competition for Upper Secondary Vocational Schools and Colleges, held annually. CEBS’s activities extend beyond national borders; the institution is involved in international projects such as CertiLingua, a Label of Excellence for Plurilingual, European, and International Competences, and the CEFR extended illustrative descriptors. A vital aspect of CEBS’s work is its collaboration with various international partners, including the Council of Europe, NILE, and Eaquals. Through these partnerships, CEBS continues to contribute to the global dialogue on language education and quality assurance, reinforcing its commitment to fostering excellence in language learning.
Collaborating for Quality in Language Education
CEBS has been an Associate Member of Eaquals since 2013. This collaboration aligns with CEBS’s goal of promoting quality in language education. Being part of Eaquals provides CEBS with access to an international network that broadens their perspective and facilitates the exchange of ideas and expertise. The international conferences hosted by Eaquals are particularly beneficial, allowing CEBS to engage with experts in the field of language education. Through its membership, CEBS has the opportunity to build new connections and strengthen existing partnerships with collaborators involved in various projects. This network supports CEBS’s initiatives and helps ensure that they are aligned with best practices in language education.
CEBS: Key Expertise and Initiatives in Language Education
CEBS’s team brings expertise across essential areas:
CEBS emphasizes plurilingual learning, producing resources for multilingual exams and exploring ways to include students’ native languages and intercultural competencies in classrooms. Cross-linguistic mediation is another focus, with planned international research into its effects on learner autonomy and engagement. Additionally, CEBS is exploring AI’s potential to enhance language learning while adapting assessment methods to new technologies.
CEBS’s Role in Supporting Language Education
As part of the Austrian Federal Ministry of Education, Science, and Research, CEBS uniquely operates without economic aims, offering all its materials and guidelines freely to Eaquals members through its website. CEBS quickly adapts to evolving educational needs, as seen during the pandemic when it provided remote teaching resources. In addition to regular professional development workshops, CEBS hosts national conferences for language teachers at Upper Secondary Vocational Schools and Colleges every three years. Upcoming events include Sprachenforum International in autumn 2026 and CLILvoc2025 in Linz in spring 2025. These conferences, featuring both national and international experts, balance theoretical insights with practical classroom applications, making them valuable for Eaquals members and educators alike.
A Thoughtful Approach to Future Learning
CEBS believes that being open to new insights and developments is essential for enhancing learning and teaching. Any new approaches should be implemented thoughtfully, ensuring that teachers are included in the process and have the opportunity to reflect on ideas and share their perspectives. It is equally important to consider the views and experiences of learners. Improving language education is a collaborative effort that involves everyone. This process takes time, and new ideas should be allowed the time they need to develop fully. With the increasing importance of technology in education, CEBS is prepared to adapt to new challenges. They are exploring how digital tools can enhance language learning experiences while maintaining quality assurance standards. This forward-thinking approach is crucial as educators seek to engage diverse learners and meet the demands of an ever-changing educational landscape.
CEBS exemplifies the shared values of Eaquals and its Associate Members: a commitment to quality, a collaborative spirit, and a forward-thinking approach to language education. As they continue to advance language learning, CEBS remains an inspiring example of how dedication, innovation, and international partnership can drive meaningful progress. We are proud to support and promote the work of our Associate Members like CEBS, who contribute to a diverse and evolving educational landscape.
